Abstract
The article reviews libertarianism, which is a modern political concept that has a liberal ideological background. Analytic tradition has been chosen as a theoretical and methodological basis, representing the set of views that emerged in the last century as a reaction to classical types of philosophising, and indicated the prospect of studying political and legal subjects. The author focuses on the views of Bose, Nozick, Rawls and Hayek. Differences in views of libertarians from those of liberals and conservatives are presented. The analysis of the key concept of "freedom" led to the insight that its purpose is to achieve individual goals. It is established that libertarianism takes into account negative influence of state on socio-political existence due to totalitarian systems formation. In this regard it is necessary to take into account a new basis that denies the dominant role of state and law in public life, which indicates their possible further transformations.

Abstract
The article is devoted to the problems concerning society entering a new phase of development - the fourth industrial revolution, which global fundamental nature is demonstrated by the changes observed in all spheres of society. The author is faced with the task to show that the essential characteristic of the changes is the transition to a fully automated digital production, managed by intelligent systems. Also it is equally important to draw readers' attention to the issues of comprehensiveness of the technological revolution and its speed of development. It is necessary to demonstrate that the fourth industrial revolution will have affect on all major macro-variables, such as GDP, investment, trade, inflation, employment, consumption and etc. The changes man and society are to face will have both positive and negative significance.

Abstract
Since the industrial revolution of XVIII century knowledge begins to be appreciated mainly for its practical utility. Technological model of knowledge becomes dominant in natural sciences and extends to humanities. Supporters of naturalistic position insist that our knowledge about people and society should lead to enhanced management practices. The article proves that the specific character of subject-object relations in human sciences makes it impossible to realize technological model of knowledge in them. This realization would presume dividing the society into two separate parts. One of these parts would study the other and would improve methods of manipulating it. And the other part would be deprived of access to knowledge about itself. Human and social sciences do not study outer object external to us; he goal of humanitarian knowledge is not to explain others but to understand ourselves better.

Abstract
The article examines the essence of justice, which is the contradicting unity of equality and inequality. The cause of this contradiction lies in the biosocial nature of man. The pursuit to equality is the reflection of essence of the social in public and individual consciousness, which is suggested by social equality of community members and by mutual support among them. Social system develops from the biotic environment of prehuman society as a reaction to a rising contradiction between new productive forces and old resource distribution management. Developing already on its own basis, social system moves away from its essence, influenced by dialectical law, expressed by G. V. F. Hegel with Thesis-Antithesis-Synthesis Model. The return to biotic relations being not complete, the initial social essence continues to operate in a limited form. This leads to modern relationships' controversy and there arises the need in justice that balances equality and inequality in relationships. This balance, according to the author, is ensured by the law that binds the quality of modern relations (inequality) and the essence of the social (equality).

Abstract
The article analyzes the features of discourse communicative structure and clarifies its potential in the development of humanistic ideals. The humanistic ideal is analyzed in the modern social space in the communicative-praxeological aspect of subject-subject relations. We can conclude that the practice of philosophical discourse of the ХХ century is characterized by the emphasis on the independence and primacy of humanistic ideals in relation to social phenomena and events. It has been determined that the most powerful impact of humanistic ideals on individual and society is caused by applying the provisions and postulates of practical communicative ethics. In the current context, the humanizing effect of discourse can be formed on the basis of inter-subjectivity and personal responsibility principles realization. These principles define communicative behavior in such a way that the strategy of argumentation in discourse is aimed at achieving the humanistic ideal from the very beginning. The humanistic ideal that is institutionalized in communicative discourse can be viable only when realized at the everyday level of communication of an individual.

Abstract
The study of the image of Russia in the minds of the youth of the Crimea and Sevastopol is extremely relevant in connection with the integration processes taking place on the peninsula. This issue becomes particularly relevant, since the existing image of Russia among young Crimean and Sevastopol people was formed in various social environments. The article presents some results of monitoring sociological research, which demonstrate the process of forming the image of Russia among the Crimean youth, and also describes the factors that influence this process. In particular, the impact of the understanding of the geopolitical status of the modern Russian state, the economic problems in the Republic of Crimea and the city of federal significance of Sevastopol, the level of political tension on the peninsula, the general socio-cultural background in which the young man lives are determined by the Crimean youth.

Abstract
The article focuses on examination and analysis of the experience of building the methodology of empirical research of corporate values. Previous studies have shown the need to improve the system of parameters which describe the network characteristics of corporate values. To study the sociodynamics of corporate values, network parameters are used, such as weight, density, scope, and significant weights. These parameters, traditional for such studies, are supplemented by another one, as the parameter of value potential is proposed for discussion. Empirical research is carried out on three objects, which are two corporations at different stages of their formation and the respondents of the surrounding society. The results obtained in the course of empirical research are then discussed with experts allowing to verify the value potential parameter as adequate. In essence, this parameter can be described as the importance and strength of the value network. Comparing value networks of different corporations using this parameter allows us to talk about the advantages of some networks over others. These conclusions are particularly important for practical work.

Abstract
This article focuses on genesis and problems of the public sphere in Russia. The author concentrates on dysfunctional processes of the political public sphere development that prevent it from normal functioning. The public sphere is an important social area of modern society. It is in the public sphere where public opinion is developed, which limits state power and shapes democratic legitimacy through articulation of public interests, public control over government activity, participating in discussions and formation of state policy. The transition in the early 1990s from a planned socialist system to a market economy and from a socialist state to a democratic one significantly transformed the public sphere of Russia.

Abstract
The article considers opportunities of increasing the efficiency of fields with diminishing gas production on the basis of enterprise activity system analysis using a dynamic normal based on system characteristics matrix. In this study, system characteristics matrix is used as the leading methodological approach. It was developed and proposed by the famous scientist I. M. Syroyozhin, and presents an information model of a system of indicators characterizing the production, financial, economic and managerial activities of an enterprise. It provides a comprehensive idea of the financial and economic state of the enterprise by using quantitative, qualitative and spatial-temporal components. The methodical approach was adopted and tested on the example of evaluating the efficiency of Medvezhinsky gas production directorate, the results of which allowed to make recommendations as to how to enhance the economic efficiency of gas producing enterprises.

Abstract
The current stage of scientific and technological progress and digital revolution development demonstrates the priority of export of educational services for the increase of foreign policy, foreign economic and cultural relations between countries. This article reviews problems and prospects of innovative development of international scientific and educational collaboration of higher educational institutions in the integrated environment. Strengths and weaknesses of international projects are defined. The study also analyzes the dynamics of the existence of a specific educational service for foreign students on the market. Considering the features of providing innovative educational services in higher educational institutions, an algorithm has been developed and proposed for solving major problems of commercialization of marketing activity functions of foreign citizens recruiting.

Abstract
Currently, in many industrial enterprises the organizational structure of management is formed empirically and is based on formalization and documentation of links established between the units and the set of functions performed by them. Such organizational structures are not efficient or mobile enough in the conditions of economic, industrial and technological transformation. Often they present a constraint to further development of the enterprise. The article reviews the features of modernization of organizational structures of industrial enterprises, as well as the requirements for the design of such structures. Modern methods and approaches to projecting organizational management structures are defined. The article also focuses on possible options of modernizing of organizational management structures of industrial enterprises based on balancing centralisation and decentralisation, outsourcing and reorganizing core business units into subsidiaries.

Abstract
It is no longer possible to run a successful business in highly competitive industries without introducing modern automated analytical tools termed "Business Intelligence" into management activities. The article considers a brief structure of the concept of "Business Intelligence" and its main components: Data Warehouses, ETL (Extract, Transform, Load) systems, OLAP (Online Analytical Processing) technology and Data Mining. The article also reviews market leaders of complex platforms that support BI tools, such as MS SQL Server and Power BI from Microsoft, Oracle BI, Cognos BI from IBM, QlikView products, as well as SAP Business Objects from SAP. The demand for skills in the field of "Business Intelligence" tools and platforms in the Russian labor market is studied based on data from the website of HeadHunter, an Internet recruitment company.

Abstract
The article addresses the issues of goals, objectives and place of the financial accounting system of a commercial organization at the present stage. It is assumed that financial accounting is a subsystem of business accounting and is governed by the current legislation of the Russian Federation on accounting. The main purpose of organizing a financial accounting system is to provide sufficient and reliable information to external users of financial statements. Each external user of the information received from the financial statements of a commercial organization solves specific problems, and each representative from the designated circle of external users should be provided with comprehensive characteristics of the state of financial and economic activities of the commercial organization. These issues are resolved in the framework of reforming the entire accounting system. The feature of the modern stage of economic relations development is that, firstly, the reform processes both of the accounting system in general and of financial accounting system are accelerated, and secondly, the general public, represented by legal entities and all interested individuals is involved in the development of normative legislative acts.
