Abstract
The article substantiates the idea that the traditional values, that are the fundamental for the ethos of Chinese culture, constitute the axiological bases of China’s «cultural soft power» concept and determine the specific nature of the Chinese «soft power» theory in general. Particular attention is paid to the analysis of the basic traditional values in their modern interpretation. The author concludes that the Chinese cultural soft power has significant societal resources that are capable to ensure the integrity and stability of China’s internal development and to enhance its competitiveness to represent cultural and value bases for the global development harmonization.

Abstract
The approach to assessment of effectiveness of scientific activity of higher educational institutions on the basis of a ranging technique is presented. This approach leans on indicators of scientific activity of the higher educational institutions of the Ministry of Education and Science of the Russian Federation presented in the departmental reporting. Comparison of indicators of personnel capacity of higher educational institutions with indicators of financing, effectiveness of research and development and training of research and educational personnel is the cornerstone of comparative assessment. Examples and results of ranging of higher educational institutions are given.

The author shows that production systems cover new elements and problems meeting the challenges of today’s world.
