Was born in 1953 in the city of Novosibirsk. Graduated from the History Department of the Humanities Faculty of Novosibirsk State University in 1978 with a degree in historian. He began teaching as an assistant at the Department of Social Sciences of the Novosibirsk Electrotechnical Institute (NETI). From 1980 to 1983 he studied in full-time postgraduate study at the Department of Philosophy of the Novosibirsk State University (NSU), specializing in Philosophy. In 1988 he presented his Ph.D. thesis “Dialectics of the subject and method of historical science” at NSU, scientific supervisor, Doctor of Philosophy, Professor V.P. Fofanov. In 1997 at Altai State University he presented his doctoral dissertation “World History as Integrity: Socio-Philosophical Analysis” (the degree was approved in 1998). The academic title of associate professor was awarded in 1990, the academic title of professor - in 2000. After graduating from graduate school from 1983 to 1993. worked at the Department of Social and Political Theories of NETI-NSTU, taught courses in political history and political science. 1993 to 1995 Senior Researcher, Department of Philosophy, NSTU. In 1995, he was appointed head-organizer of the Department of Sociology at NSTU, which he permanently supervised until 2017. In 1998 he organized the opening of the specialty "Social Work", in 2001 - the specialty and bachelor's degree "Sociology".
2011 and 2013 supervises postgraduate and graduate studies in sociology. At present, he is the head of the magistracy in Sociology, profile “Sociology of Communications”. Teaches courses “General Sociology” and “Sociology of the Information Society”. In 2005 he opened the Laboratory for Sociological Research. Head of grants of the Russian Humanitarian Science Foundation, including project No. 09-03-00597а “Socio-cultural portrait of the region (Novosibirsk region)” (2008-2012). Editor of collections of NSTU "Social and Humanitarian Research". One of the founders of a new branch of sociology in Russia - Sociology of Informatization. Since 2001, at the Department of Sociology of NSTU, he has been leading the research project “Sociology of the Information Society”, which has involved postgraduates, undergraduates and students. The result of the research was the preparation of monographs, the defense of four candidate and a number of master's theses.
He took an active part in the work of Russian and international sociological associations. He is one of the founders of the Association of Sociologists of Siberia (2002) and the Russian Sociological Association (2003), a member of the Sociological Society named after V.I. M.M. Kovalevsky, a member of the European (ESA, RN-29 Social Theory) and International (ISA, RC7-Future Research) sociological associations, a regular participant in conferences and congresses. In 2002-2006. He worked as an Academic Supervisor of the international research project of the EU Grant “Erasmus Munds Windows” - “Social Work for Better Governance” of the consortium of NSTU, the University of Bologna, the London School of Economics and Political Science and the University of Munster. In 2007-2008. went to teach the course "Problems of social and political development of modern Russia" as a visiting professor at the Faculty of Political Sciences of the University of Bologna in Forli (Italy).
Academician of the Russian Academy of Social Sciences and Corresponding Member of the International Academy of Sciences of Higher Education. In 1996-1999 he worked as an assistant to the deputy of the State Duma of the Russian Federation from the NSO, the Committee on Science and Education. Member of the Educational and Methodological Council for Sociology and Social Work under the Ministry of Education and Science of the Russian Federation (since 2001), participated in the development of all standards for 3rd generation sociology. Author of the first and only in Russia and abroad textbook and training course "Sociology of the Information Society" for bachelors, undergraduates and postgraduates of sociology.
6 Ph.D. theses in social philosophy were defended under his supervision. Supervises the training of doctoral and postgraduate students in sociology and social philosophy. 1999 to 2014 member of the dissertation council of NSTU (up to the suspension of his work for re-registration) for the defense of doctoral dissertations in philosophy. Member of the Editorial Board of the journal "Ideas and Ideals" (NSTU), is a member of the editorial board of the journal "DISCOURSE" (LETI). Member of the editorial board of the annual collection of scientific papers of NSTU "Social ontology of Russia". The priority area of scientific interests is sociological and philosophical issues of studying technology and technology, the influence of artificial intelligence and robots on social and anthropological transformations, informatization and digitalization of social institutions, practices, norms and values. He formulated the main provisions of the author's version of the information ontology of modern society, the concept of a social system as information interaction, developed the concept of information resonance in social structures, laid the foundations of the theory of social morphogenesis of a hybrid digital society. He considers his contribution to science to be the discovery of the effect of the "regime with an aggravation in the development of individual social organisms", the description of the action of the mechanism of the "matrix of three bases for the reproduction of social localities", the discovery and study of the effect of "information resonance in social structures." The monograph “The Information Resonance in Social System” (2016) was presented on the website of the European Sociological Association (ESA) and in 2017 at a conference in Athens received peer approval. He has published over 120 scientific works, including 7 monographs and 3 textbooks.
He was awarded the Badge of Honor “For his contribution to the development of sociological education in Russia” (2009). He is a laureate of the A. Academician IG Petrovsky “For many years of fruitful scientific and pedagogical activity in the training of specialists in the field of sociology” (2010). Awarded the Honorary Badge of the City Hall of Novosibirsk “For Labor for the Good of the City” (2008).
