Актуальность проблемы использования мобильных устройств обучающимися в образовательных организациях в разных странах обусловлена возрастающей обеспокоенностью педагогов и родителей из-за их влияния на физическое и психологическое здоровье, академическую успеваемость, социальное благополучие, увеличение рисков интернет-зависимости и кибербуллинга, что влечет за собой принятие управленческих решений в виде запретов и ограничений. Методология и источники. Теоретико-методологической рамкой исследования выступили структурно-функциональный подход (Т. Парсонс, Р. Мертон) и теория поколений (К. Манхейм, У. Штраус, Н. Хоув), каждый из которых фокусируется на определенных причинах, мотивах и последствиях запретов использования мобильных телефонов в школах, а также труды отечественных и зарубежных ученых. Основными методами исследования выступили общенаучные методы – обобщение, систематизация и интерпретация. Результаты и обсуждение. На основании результатов проведенного исследования сделан вывод о том, что проблема использования мобильных телефонов в школах является междисциплинарной и затрагивает социальные, медицинские, нормативно-правовые, психологические, социокультурные и управленческие аспекты. Это следует принимать во внимание при введении ограничений разной степени строгости, а также учитывать их последствия для социализации настоящих и будущих поколений детей и молодежи. Автором выделены четыре вида управленческих решений в отношении использования мобильных телефонов в общеобразовательных организациях, как в России, так и за рубежом: стратегия поощрения, стратегия рекомендательного характера, стратегия частичного и полного запрета, проведен их анализ на основе результатов эмпирических исследований и статистических данных. Заключение. Неоднозначность и противоречивость решения проблемы обусловлена трансформационными перестройками института образования, межпоколенческим разрывом, обеспечением безопасности детей и молодежи в условиях возрастания новых угроз и рисков в цифровом обществе, фрагментарной теоретико-методологической и эмпирической базой, размытостью терминологии, слабой сопоставимостью результатов исследований, недостаточным изучением мнения основных стейкхолдеров.</p></abstract><trans-abstract xml:lang="en"><p>Introduction. The relevance of the problem of using mobile devices by students in educational institutions in different countries is due to the growing concern of teachers and parents about their impact on physical and psychological health, academic performance, social well-being, increasing risks of Internet addiction and cyberbullying, which entails the adoption of management decisions in the form of prohibitions and restrictions. Methodology and sources. The theoretical and methodological framework of the study was the structural-functional approach (T. Parsons, R. Merton) and the theory of generations (K. Mannheim, W. Strauss, N. Howe), each of which focuses on certain reasons, motives and consequences of bans on the use of mobile phones in schools, as well as the works of domestic and foreign researchers. The main research methods were general scientific methods generalization, systematization and interpretation. Results and discussion. Based on the results of the study, it was concluded that the problem of using mobile phones in schools is interdisciplinary, affecting social, medical, regulatory, psychological, socio-cultural and managerial aspects that should be taken into   account when introducing restrictions of varying severity, as well as taking into account their consequences for the socialization of current and future generations of children and youth. The author identified four types of management decisions regarding the use of mobile phones in general education organizations, both in Russia and abroad: an incentive strategy, a recommendatory strategy, a partial and complete ban strategy, and analyzed them based on the results of empirical research and statistical data. Conclusion.
